Understanding The New 3-Day Guarantee Of Childcare In 2026

March 16, 20266 min read

If you’ve been hearing about the 3 day guarantee childcare changes for 2026 and wondering what it actually means for your family (and your budget), you’re not alone.

From 5 January 2026, the CCS “activity test” was replaced, and CCS-eligible families can now get at least 72 hours of subsidised care per fortnight (about 3 days per week) for each child.

This guide breaks down what aspects this program covers, including what’s changed, what hasn’t, and why childcare subsidy calculators can be helpful.

What The 3-Day Guarantee Actually Means

The 3-Day Guarantee is a change to how many subsidised hours you can access through the Child Care Subsidy (CCS).

What’s guaranteed

  • If you’re eligible for CCS, you can now access at least 72 hours of subsidised child care per fortnight (per child). In short, if you meet the requirements from the government, regarding your residency status, age-appropriate children, proven financial track record, you are eligible for CCS.

What it doesn’t mean

  • It doesn’t mean free childcare. Most families will still pay a gap fee/out-of-pocket cost.

  • It doesn’t change your CCS percentage, since your subsidy rate still depends mainly on family income.

  • It doesn’t guarantee a childcare place, you still need to secure availability with your chosen provider.

  • The fee isn't fixed. Each type of childcare comes with a standard fee per hour, depending on your decision that the final fee can fluctuate.

How The 72 Hours Work in Real Life

The guarantee is described as “3 days”, but the official measure is hours: 72 hours per fortnight. That matters because childcare often charges by session length, not by the exact hours your child attends.

If your centre books a 10-hour session, then 3 sessions per week is equivalent to about 60 hours per fortnight, and 4 sessions per week is about 80 hours per fortnight

So for some families, the “3 days” wording will line up neatly. For others (depending on session length), it can look a bit different.

When You Can Get 100 Hours Per Fortnight

Some families can access up to 100 hours of subsidised care per fortnight (per child). You may be eligible for 100 hours if:

  • You and your partner each do more than 48 hours of recognised participation per fortnight.

  • You have a valid exemption.

  • Aboriginal and Torres Strait Islander children can get 100 hours per fortnight.

In case you have a partner, Services Australia uses the lower of the two participation amounts to work out hours.

Factors That Affect Your CCS Result

Even with the 3-Day Guarantee, CCS is still worked out using a few key pieces.

Services Australia looks at:

  • Your family income (this sets your CCS percentage)

  • Your recognised participation (this affects how many hours you can subsidise)

  • The hourly rate cap and your service’s fees

  • The number of children in care (some families get a higher rate for additional children under 6).

The Hourly Rate Cap - Hidden Cost Parents Might Miss

A common “why is our out-of-pocket still high?” moment comes down to the hourly rate cap.

According to the Australian's Department of Eduation, there are four types of childcare which comes with different hourly rates.

Your CCS percentage applies to the lower of:

  • your service’s hourly fee, or

  • the government’s hourly rate cap.

Because caps are reviewed each year, it’s always worth checking the latest numbers when you’re planning. To avoid sudden increases in childcare gap fees, it’s important to ask your potential childcare provider about their hourly rate firsthand.

How To Interpret Calculator Results (Estimate Vs Final Fees)

Sometimes it’s hard to follow up with the final cost when there is a lot of information in the picture. Online calculators can be genuinely useful for planning — but they’re best treated as an estimate, not a final invoice.

What calculators can help with

  • A ballpark CCS percentage based on your income estimate

  • A rough idea of your out-of-pocket costs across different days and fees (Services Australia’s Payment Finder is designed for estimates)

What calculators often can’t show clearly

  • Your service’s exact session structure (e.g., 10/11/12-hour sessions) and how that affects “hours”

  • Extra charges that vary by service (e.g., late pick-up fees or optional extras)

  • Adjustments that happen later (for example, Services Australia can withhold a portion of CCS to reduce overpayments)

If you want the most accurate picture, use the calculator first to have a broad vision, then compare it with a written fee schedule from your chosen centre. By that you can utilise the tool to manage your finance for this sector.

At Inspira Kids, we keep it transparent for parents when they ask for subsidy fees. If you need an accurate fee to take into consideration, contact us to use our useful software.

Common Misunderstandings To Avoid About 3-day Guarantee

These are the mix-ups we see most often:

  • “3 days means free.”
The guarantee is about subsidised hours, and most families still pay a gap fee.

  • “We’ll automatically get 100 hours now.”
100 hours usually requires more than 48 hours per fortnight of recognised participation (for each parent, if partnered) or an exemption.

  • “This changes our CCS percentage.”

The 3-Day Guarantee does not change how CCS rates are calculated.

  • “The calculator shows our final fee.”

It’s a planning tool, your final out-of-pocket depends on your service fees, session hours, and your confirmed CCS details.

  • “The Government will transfer money directly to me if I am eligible for CCS”

It doesn’t work like that. Although this program helps parents pay childcare fees, the Government will pay directly to your chosen childcare provider, instead of giving you the money.

How Inspira Kids Supports Families (Without The Jargon)

At Inspira Kids, we aim to be upfront and clear about fees and what families can realistically expect. That includes:

  • walking through your fee schedule in plain language

  • helping you understand the difference between subsidised hours and out-of-pocket costs

  • encouraging questions early, so you can plan with confidence

We understand that the new policy might cause confusion, that’s why educators at Inspira Kids centers are willing to support parents, helping them understand and have these benefits for 2026.

FAQs

Do I need to reapply for CCS because of the 3-Day Guarantee?

If you already receive CCS, families generally don’t need to do anything for the change itself.

Does every family get 3 days?

It applies to CCS-eligible families — the guarantee is at least 72 hours per fortnight (per child). If you have more children that meet the Government’s requirements, then it’s more likely that you will have more days to subsidise.

Will my fees drop automatically?

Some families will benefit from access to more subsidised hours, but your final cost still depends on your CCS percentage, the hourly rate cap, and your centre’s fees.
